Administrative, document and technical coordination

Vehicle formalities may involve several authorities, original documents, appointments, translations, technical checks and travel. Prestări Servicii helps you understand the correct route, prepare the file and coordinate the stages that may be handled through representation or with the support of competent professionals.

We begin with a review of the vehicle’s situation and the available documents. We explain what may be arranged, when the owner must be present, when the vehicle must be physically presented and which official fees or third-party services may apply.

Important: We are not a vehicle registration authority, the Romanian Automotive Register, a tax authority, a notary, an insurer or a law firm. Eligibility, document acceptance, appointments and the issue of official documents are decided exclusively by the competent authorities and professionals.

Vehicle registration in Romania

We can coordinate the route for new and used vehicles purchased in Romania, originating in another EU Member State or imported from outside the EU. We first review the owner named in the documents, the vehicle’s origin, the original documents available and the technical or tax procedures that may apply.

  • a personalised document checklist;
  • preliminary file review;
  • appointments with competent authorities;
  • coordination of certified translations where required;
  • review of insurance and technical documents;
  • filing or representation where the procedure permits;
  • follow-up through the remaining stages.

Ownership transfers, deregistration and temporary permits

Ownership transfer

After purchasing a vehicle registered in Romania, we review the contract or invoice, vehicle documents, tax documents and buyer details. We prepare the route for recording the new owner and identify missing documents or inconsistencies before submission.

Vehicle deregistration

We coordinate the documents and steps for deregistration in legally permitted situations, including export, dismantling or permanent withdrawal from circulation. Requirements differ according to the reason and the vehicle’s status.

Temporary permit and temporary plates

We review proof of ownership, vehicle documents, insurance and the period for which a temporary permit may be requested. The permit and plates are issued exclusively by the competent authority.

RAR appointments and formalities

We identify the appropriate RAR procedure and coordinate the appointment and documents for matters such as:

  • issue of the Romanian vehicle identity document;
  • vehicle authenticity certification;
  • individual approval;
  • changes to technical data;
  • used imported vehicles;
  • vehicles originating outside the EU;
  • duplicate vehicle identity documents;
  • applicable technical checks and documents.

For certain procedures, the vehicle and original documents must be physically presented to RAR. Prestări Servicii does not perform the official technical inspection and cannot influence its outcome.

Imported vehicles

For a vehicle purchased in another country, we review the foreign registration documents, contract or invoice, certificate of conformity, tax position and available technical documents.

  • review of original documents;
  • certified translations;
  • RAR formalities;
  • authenticity certification;
  • tax or customs documents;
  • insurance;
  • temporary permits;
  • final registration.

We do not recommend making full payment before the seller’s identity, the documents and the consistency of the vehicle data have been reviewed.

Historic vehicles

For older or collectible vehicles, we can review provenance documents and coordinate the administrative and technical stages for a possible historic certification and registration route.

Historic status is not granted automatically merely because a vehicle has reached a certain age. Eligibility and certification are determined by the competent organisations and authorities. We do not guarantee certification.

Assistance with buying and selling a vehicle

Before signing or payment, we can review whether the presented documents are consistent and whether the vehicle data match. The service may include:

  • review of the seller’s identity and capacity;
  • review of the contract or invoice;
  • VIN consistency;
  • review of original documents;
  • review of available tax documents;
  • identification of documents that must be handed to the buyer;
  • explanation of the ownership transfer or registration route.

This review does not replace legal advice, forensic examination or official authority checks.

Pre-purchase vehicle checks

A vehicle may look good while concealing repairs, mechanical problems or document inconsistencies. We can arrange an assessment before purchase at the seller’s location or at a workshop, subject to availability.

  • visual inspection;
  • diagnostics;
  • body and paint-depth checks;
  • checks of accessible engine-bay components;
  • visible leaks and wear;
  • a test drive, with the owner’s consent and where conditions permit;
  • photographs and observations;
  • recommendations for further checks.

Vehicle registration and formalities in Bulgaria

We may assess and coordinate vehicle registration formalities in Bulgaria for individuals or companies that meet the applicable legal conditions concerning residence or registered office, vehicle ownership and required documents. Eligibility is reviewed before a request is accepted.

  • a valid residence address or registered office in Bulgaria;
  • evidence of the right of residence where applicable;
  • original ownership and provenance documents;
  • insurance and technical checks;
  • translations and a power of attorney;
  • the presence of the owner or an authorised representative;
  • physical presentation of the vehicle.

We do not state or imply that every person or vehicle can be registered in Bulgaria. What may be arranged is confirmed in writing only after the documents and real circumstances have been reviewed.

Poland and Czechia – only after an eligibility review

For Poland and Czechia, registration possibilities are assessed case by case. Relevant factors include normal residence, a lawful address or registered office, the identity of the owner or operator, vehicle origin, tax position, insurance and available documents. Not every request is eligible.

The general rule in the European Union is that a vehicle is registered in the country of normal residence. Special situations may exist for companies, operators, entrusted vehicles or other legal relationships, but these must be confirmed for the specific case.

  • we first perform an eligibility review;
  • we do not promise that a case will be accepted;
  • we do not offer ways to circumvent residence, tax or insurance rules;
  • we coordinate only lawful and documented routes;
  • we confirm in writing which steps may be arranged.

Documents commonly required

  • the owner’s identity document;
  • sale contract or invoice;
  • foreign or Romanian registration certificate;
  • vehicle identity document, where available;
  • certificate of conformity, where available;
  • proof of roadworthiness;
  • authenticity certificate where required;
  • applicable tax or customs documents;
  • motor insurance;
  • proof of address, residence or registered office where applicable;
  • certified translations;
  • a special power of attorney where representation is permitted and required;
  • other documents requested by the competent authority.

You tell us where the vehicle is registered, who owns it, what outcome is required and which documents are available.

2

We confirm eligibility and limitations

We review the possible route, required presence, technical operations and missing documents.

3

We prepare and coordinate

We arrange appointments, documents, translations and authorised professionals where required.

4

We follow the stages

We keep you informed about progress, issued documents and remaining steps.

What we do not guarantee

We do not guarantee:

  • acceptance of the file by an authority;
  • an appointment on a specific date;
  • issue of documents within a fixed timeframe;
  • registration in a country where the legal conditions are not met;
  • authenticity of documents supplied by third parties;
  • absence of hidden defects;
  • the outcome of RAR, tax, customs or technical checks;
  • historic vehicle certification.

Any estimated timeframe depends on the authorities, appointment availability, document accuracy and the circumstances of the case.

Frequently asked questions

Can I register in Romania a car purchased in another EU country?

In principle, yes, if the applicable requirements are met and the necessary original documents are available. We review provenance, proof of ownership, technical documents and the RAR route before confirming the steps.

Can the registration be completed without me travelling at all?

It depends on the procedure. Some stages may be handled through representation, while others require the owner’s presence, an appropriate power of attorney or physical presentation of the vehicle.

Do you handle ownership transfers after purchasing a Romanian-registered vehicle?

Yes. We review the transaction documents and coordinate the steps required to record the new owner.

Can you obtain temporary plates?

We can prepare and coordinate the request where the vehicle and documents are eligible. The permit and plates are issued exclusively by the competent authority.

Can you arrange a RAR appointment?

Yes. We can coordinate the appointment and documents after identifying the correct RAR procedure. Some appointments cannot be amended or cancelled after confirmation.

Can you inspect a car before I buy it?

Yes. We can arrange a visual and technical inspection, diagnostics and document checks. A workshop assessment may be required for deeper conclusions.

Is a complete vehicle history guaranteed?

No. We can check available sources and documents, but we cannot guarantee that every event in the vehicle’s history has been recorded or is accessible.

Can a vehicle be registered in Bulgaria?

It can be assessed and coordinated only where the individual or company meets the applicable local conditions. Residence or registered office, ownership, documents and the vehicle’s situation are reviewed before acceptance.

Can a vehicle be registered in Poland or Czechia?

Only in eligible cases. We assess residence, registered office, owner or operator status, taxes, insurance and documents. Not every request can be accepted.

Do you assist with historic vehicles?

We can coordinate preliminary review and the administrative route, but historic status is determined by the competent organisations and authorities.

Are authority fees included?

Do not assume they are included. Official fees, insurance, translations, notarial services, transport and third-party professional services are quoted separately.

How long does it take?

The timeframe depends on the procedure, appointments, available documents and the competent authority. We provide an estimate after reviewing the case, without guaranteeing an official deadline.
